Environmental Impact Statement
SE GROUP prepared the Rosario Resort Master Plan and shepherded the plan through San Juan County's rigorous adoption process. This Master Plan, which will guide future redevelopment of the resort, is required by the State's Growth Management Act and County regulations. Centered around the exquisite Moran Mansion, a former shipbuilder's estate listed on the National Register of Historic Places, the Rosario Resort Master Plan will restore this legendary resort's historic heritage while providing much needed upgrades and expansion. The Resort Master Plan will safeguard the site's historic and natural authenticity while improving recreational opportunities for its guests and enhancing value for its owners. Services led by SE GROUP included development of the Master Plan and preparation of a programmatic Environmental Impact Statement in compliance with the State Environmental Policy Act. This included assistance with the County's adoption process, which was a significant undertaking as Rosario was the first Master Planned Resort to be reviewed under the County's current regulations. A key component of this effort was management of the comprehensive public involvement process for this high-profile and controversial project. Despite the considerable controversy surrounding the Master Plan's adoption, the County Council validated SE GROUP's efforts by approving the Master Plan with no major substantive changes.
